Sound are waves that are propagated through compressible matter. All matter can be compressed to a certain point, gas being the most compressible due to the space between the atoms (density). Think of filling three syringes with a gas, a liquid, and a solid. While blocking the end, you would be able to push the plunger of the gas syringe the most before the pressure became too great. That's because the molecules of gasses are most times further away from each other than the molecules of a liquid or solid.

With that said, an instrument causes sound through rapidly compressing and decompressing air, a vibration. They are designed, obviously, to work in air. I personally play the tenor saxophone. The saxophone (and all true woodwind instruments) uses a wooden reed to cause the vibrations. Now you would run into a few problems if I wanted to play the saxophone underwater
