It is possible to predict the occurance of earthquake.
These technology is developed and used in Japan.
How it works
Japan have high danger of earthquake therefore they burried wires at certain places as a result when tectonic plates moves there wires show stretch or deformation in them due to which we can understand the possibilitys of earthquake.
But still they can just predict and can not tell exactly I.e exact time and place.
