Is it possible to read 11 and 12th physics ,chemistry and math books when you are in clas 9 and 10 ?

Yes. In fact it will be very good for you.
You have decided to appear for JEE. So, you can start your preparations as early as you can. Initially you might find it difficult but latter you'll see that it is actually beneficial for you.
I also started preparations for NEET last year itself when I was in 9th.
I'll suggest you to do preparations from mtg JEE guide for physics, chemistry and maths. I also do from mtg NEET guide only. It contains only basic and important principles and lots of practice questions with detailed explanation for each answer. You can also take help of video lessons available online (you just need to type the name of subtopic in YouTube and you'll get it) because some concepts according to me need much clarification and they are not so easy to understand if you are in 9th or have just begun 10th.
But I would advise you to start your preparations from now onwards.
