Is it right that more seats are reserved for SCs STs then General OBCs. What you think about it? ?????????

Currently, reservation of 15%, 7.5% and 27% seats are provided for candidates originating from the SC, ST and OBC communities.
but according to me the st poor people or not utilising that reservation because some people live in villages most of them wont study but st,sc peoples who are in cities and towns who are already rich are utilising this reservation
according to me we should provide reservation on the basis of their annual income but not with their caste
