Is it true or wrong to say that, Vectors always start at the origin? Either yes or no justify it.

The answere is No, a vector has got no origin, it can start anywhere, position  does  not  affect  vectors in any way, rather it is determined  by arrows implying  magnitude  and direction of a vector, its only this arrows which can determine the direction and also the magnitude of the vector, so the answere is no.
