Answer:his is a tough one. I will have to go with Minato. Since Itachi never had an EMS his eyesight will quickly deteriate. This will happen because Minato is such a formidable opponent Itachi will be forced to use his MS very very much. This will then cause a lot of strain to Itachi and that is when Minato will secure his victory.
