I don’t think that one can honestly say that any country is the “best” country. That implies that there is a single objective standard that we can all agree to subscribe to, and that is just not going to happen.
Japan has many points to recommend it.
Japan is safe - I can walk down the street at night and not worry. Almost all Japanese elementary school children walk to and from school every day in safety.
Japan is polite - It is very unusual to hear a raised voice or see overt conflict in public. People are courteous and pleasant.
Japan is clean - I rarely see garbage on the roads, and unpleasant smells are rare, unless someone is eating “natto” for lunch nearby.
Japan is efficient - When I visit the city hall or vehicle licensing station I rarely wait for more than a few minutes before being attended to, and most interactions with businesses are similarly brief and highly efficient.
I could go on… but let’s take a moment to contemplate some bad points…
Japan’s legal system is draconian - You are guilty until proven innocent (not innocent until proven guilty) and the burden is on YOU to prove yourself innocent from inside a jail cell… in short, if you end up being arrested you are totally screwed because the barriers placed to proving your innocence are nearly insurmountable. This is the price Japan pays for the that safety.
Japan is insincere - Yes, people are polite, but once you get used to reading the much more subtle Japanese facial expressions you’ll begin to see pretty clearly when someone dislikes you and is just being polite because it is the expected thing to do. This can wear on you over time and resentments tend to fester until they explode in a very ugly way - far more ugly that if people just engaged in a good old-fashioned shouting match.
Japan is highly regulated as a society - This has some plus points like cleanliness, but also means that there are ton of rules (written and unwritten) and it is easy to offend, break rules and be a pest even when you’re on your best behaviour.
Japan is expensive - Civil service is over-staffed, and that means that while the tax rate LOOKS low on paper there are actually a ton of hidden taxes, import duties and tarrifs that mean that the effective tax rate is 50% or higher (much higher!). Businesses also overstaff and pass that cost on to customers, and in many cases you’re paying for completely unnecessary “convenience” factors.
