Yes, the reason being that it is a ratio of the no. of particles of a substance present in a mixture to the total moles of all particles. It has thus no dimension because the moles are cancelled out and what you are left with is only a number that does not depend on mass, or anything.

I'd like to correct that it is the ratio of no. of 'moles of substance' and not the no. of 'particles' of the substance. Sorry for this little misinterpretation.
