Moment of inertia is neither scalar nor vector, it is a TENSOR quantity. We know, Moment of inertia is the product of mass and radius sq. Where mass is a scalar and radius (displacement) is a vector quantity.

inersia is the natursl tendency of bodys movement and as it has force acting with direction it is a vector quantity.
