NO3 is a polar molecule. When molecules are arranged in such a way that they have positive charge at one end and the negative charge at the other end. such molecules are called polar molecules hence we can say that nitrate is a polar molecule as it has positive molecule of hydrogen and negative molecules of oxygen. Hence it will be readily dissolve in water as water is a polar solvent.
