Simple answer is No.

Puddle is not a land habitat.

Well, reason behind it is that puddle is nothing but an area of uneven holes present on surface of land filled with water(Particularly Rainwater). So the stationary water in puddle will be vegetation for those living creatures which support their life in Water.(like fishes, pond algae, leech, etc). Which comes up with the conclusion that puddle is a Water habitat. Simply, we can say if puddle water dries out it will not anymore would be called puddle.
