Is rain always blissful? Why? Why not?

Everything has two sides, positive and negative. For some people Rain in blissful because of the climate change during rains, smell of various things, greenary and other stuffs are loved by them. but for others it causes many problems, like it hampers the transportation, landslides, floods and many more things. So Yes rain is blissful but for some people only
