You must have noticed that when you remove stress on the rubber it comes back to its normal shape. There is a common misconception that solids cannot change shape, the fact is that they can, as long as the stress applied to them is within elastic limit. There is a Hooke's law which explains it well. Coming back to the question asked, rubber posses all the qualities that are in solid, like it doesn't flow and its molecules are well close to each other. Therefore, it is classified as a solid.
