Yes, शब्द रूप and कारक रचना are same as:- 
कारक रचना refers to the configuration of verbs to form the verb phrases in a sentence.
Each noun clause is the subject, or the object or has a preposition associated with it. These different forms are called the "cases" or "कारक".  There are 8 such cases in Sanskrit. Additionally, Sanskrit has 3 numbers ( एकवचन, द्विवचन, बहुवचन). So there are 8X3 forms for every noun word. These are often in a table called the "शब्द" of the noun. They are based on the responsibility of the noun in the sentence.
