Human rights are the basic necessities of a nation's population which are established by the constitution of that particular nation.
The main duty of any government is to perform necessary actions to maintain these human rights.
But only the action taken by the government is not enough to maintain the human rights.
Contributions and awareness of the people about claiming their rights is also necessary to maintain the proper maintenance of these human rights.
That's why government efforts are never enough for the maintenance of the human rights.
