No, it can not be rightly said that the idea of democracy is shrinking as it is the most dominant form of government in the world. Some non-democratic states are adopting the democracy form of government now.
But it is true that democratic principles and institutions are being crippled in most democratic countries under the garb of national security.
The democracy has a wide scope in the modern world. People are being given more rights and more share in political process and decision making. It is not only the government of majority now but protects the rights of minorities and involves them in decision making. It works for the welfare of all. It promotes peace, free trade, justice and equality.

Democracy is a form of govt in which rulers are elected by people.
if democracy shrinks or the democracy of country loses it's availability of laws and control over the country there will be a large discrimination between people and it may lead to protests.
democracy in the modern world helps people retain their rights and also gives every citizen the right to vote.
