Is the outer layer branch of a tree different from the outer layer of young stem ?why?

The outer layer of a plant is a very rough surfaces known as bark which consist of dead cells

The outer layer of stems is not that hard compared to bark and it's made up of living cells.

Yup outer layer is made up of dead epithelium cells and is young plants they are living.
Also have lenticels for gaseous exchange and young plants have stomata
