Answer: no, rain is not bliss for everybody ,for the poet the rain is a pure bliss to listen the the patter sound of drops but enjoying this this is not a privilege for everyone there are many property stricken people for whom rain brings the number of difficulties ,some of these are without shelter, some with leaky roofs when we look around we find people reacting differently to rain . animals too are discomfortable when the rain falls. Thus , it is not bliss for everybody..

Explanation:

The poet has developed a deep attachment to the rain. When it rains, he desires to lie on his cozy bed and enjoy the falling of raindrops on the roof. There are some specific reasons for it. When he hears the pattering of raindrops, the sweet memories of his childhood evaporate in his heart. He becomes nostalgic and remembers his mother. The picture of his mother reels over his eyes. He recalls how his mother had a liking for sweet dreams. Besides, the poet forgets his worries and becomes filled with new hopes and aspirations. Hence, the rain is a bliss for the poet.
