yup... it's value is constant 9.8 Or sometimes 10,Earth is not exactly spherical.

It is like a "squashed" sphere, with the radius at the equator slightly larger than the radius at the poles. This has the effect of slightly increasing gravitational acceleration at the poles (since you are close to the centre of Earth and the gravitational force depends on distance) and slightly decreasing it at the equator.

No.... The value of g is not constant at all parts of the surface of the earth. The value of g is inversely proportional to the radius of the earth. The earth is not a perfect sphere. So the radius of earth varies at some points especially at the equator and poles. At the poles, the radius of earth is little less than that at the equator. So, the value of g is quiet more at poles and less at the equator as the value of g is inversely proportional to the radius of the earth.
