The correct formula of rust is Fe2O3. xH2O. i.e. the hydrates of iron oxide. xH2O is the water of crystallisation.
The easy way to understand the formation of the iron oxide is as follow:-

As iron exist as +3 oxidation state whereas oxygen is stable in -2 oxidation state

Therefore,

Fe2o3

Water of crystallisation is the number of water molecules that combine chemically in definite molecular proportion, with the concerned salt in the crystalline state. This water is responsible for the geometric shape and colour of the crystals.

Yes, xH2O in Fe2O3.XH2O is water of crystallization .As we don't know that how much crystallized water is there so we write X.
I HOPE IT HELPS YOU :)
