Is there a difference between variable resistance and rheostat??

any variable resistor can properly be called a rheostat

There is basically no difference
Variable resistance is a device whose resistance value can be varied in a certain and has usually 3 terminal
If we connect the rheostat end to end, we get fully resistor value and cannot vary it .
