To become an IAS officer, you first need to complete your graduation in any subjects from a recognised college. After that you become eligible for appearing in UPSC examination. Lakhs of students appear in UPSC examination, only a few hundred are selected for IAS role based on their performance in written UPSC examination and interview. You may also read a career as an IFS (Indian Foreign Service) officer .

While MPC can open more doors for you after intermediate, HEC will make you ready for IAS early as these subjects have many things in common with the UPSC syllabus. However many B Techs are preparing for IAS with Humanities subjects and they are clearing too.
