Yes there is a relationship between dams and earthquake. Generally the dams are made in those places which are active earthquake area.

Dames are generally made in valley and valleys are present due to active erosion that implies there has been recent uplift.

Therefore many dams have active fault dipping under them.

Dams by itself do not cause any earthquake. The purpose of any dam is to impound the flowing water. This leads to formation of reservoir in which a large portion of land is submerged along with the river course on which the dam is made.
