Assuming that you’re an ordinary person, I would suggest a couple of things:
Everyone has a learning style that works for them; you may not know what yours is, or if you do, you might be having little success in finding a teacher who’s teaching style matches your learning style. For example, some people learn best by reading; some learn best by watching; others may learn best by doing.
Teachers tend to teach to a style that they’re comfortable with, if it doesn’t match your style, you’ll be frustrated. Good teachers have the ability or talent to recognize the learning styles that work for their students and are lucky enough to be working in an environment that allows them to teach to appropriate styles.
There are “barriers to learning”. These can range from simply things like a distracting environment to deeply held beliefs about your own ability to learn something. If you want to learn something, and you’re approaching the subject thinking that you’ve never understood it and never will - that can block you.
It can really help when whoever is trying to teach does so with reference to something you already understand at some level. Musicians tend to be able to understand math, especially when the two topics can be used to illustrate one another.
Lastly, math and algebra are cumulative topics - there are pre-requisites that, if you’re not well grounded in, can make the topics very difficult. You have to have ordinary arithmetic down cold, before you can tackle math and algebra.
