No, because it’s only one term. Although the numerator and the denominator, separately, are binomials (a binomial is a polynomial with just two terms) the entire term is just a single fraction and thus not a binomial or polynomial. Below are two ways to look at the same values that would make them a binomial:

(x-1)(x+1). This is a pair of binomials
x^2–1 is the expanded and simplified form of the above pair of binomials, and is itself a binomial.
