is (y+1)(y-3) / y a polynomial?

(y+1)(y-3)/y
=y^2-2y-3/y
when we divide it by y answer comes to be.........
=y-2-3/y (only 3 does not cut y in  any way so, 3/y)
now if we will take y with multiplication with 3 it will be in minus power
so it is not a polynomial
