the numbers which can be written as p/q where p and q, both are integers and p is not equal to 0 are called rational numbers.
when we know that 0 can be written as 0/1 with denominator 1, we see that both 0 and 1 are integers, where 1 is not equal to 0.
so we conclude that 0 is a rational mumber an not irrational.
