When u say “it”, I presume that u refer to the poem about fog.
The fog had caused the poet to feel choked. And he felt that it clutched his throat not allowing him to stay fine, and reflexed by coughing, the poet explains his empty headedness and his weary eyes and the trouble it caused him.The fog didn’t allow the poet to speak and made him feel he was choked.
