It is difficult to set a loaded trolley to set into motion.why

Can't say difficult it's hard to push a loaded trolley as it has a lot of weight in it so as it requires a lot of force to set it in motion .

yaa it is difficult to make a loaded trolley into motion because we have to apply more force then the frictional force which opposes it's motion .. According to NEWTON'S third law of motion "FOR EVERY ACTION THERE IS EQUAL AND OPPOSITE REACTION" ...here our force is the action and frictional force is the reaction...
