This is due to the fact that in both the cases i.e rolling of the barrel and pulling it, the friction varies.
When something is rolling the friction acting on it is called rolling friction. But when a body is pulled or pushed i.e it slides over the surface then the friction is called sliding friction.
And generally rolling friction is less than sliding friction and therefore it is easy to roll a barrel instead of pulling or pushing it.

2) Rolling friction : The friction encountered when an object rolls on other surface.

It is easier to roll a barrel than to pull it on the road because while pulling the barrel because rolling friction is less than sliding friction. When we roll the Barrell , the interlocking doesn't stay for a long time , while when we slide , the irregularities get enough time to be interlocked for a comparitively longer time. Also, it is easier to roll an object than to slide. That is why , we need to apply more force while pulling a Barrell than sliding it.
