It is given that ∆ABC is congruent to ∆RPQ. Is it true to say that BC=QR? Why?

Yes
We know ABC=RPQ
BC=QR by CPCT(Congruent parts of congruent Triangle)

No because congruent means that the triangles have all equal angles $sides but only corresponding while in question it is not.
