it is said that democracy is not an ideal from government how should democracy be improved to make it an ideal form of government

yes it is stated democracy is not an ideal from government but I'll also mention that India is only the country who is fullydemocratic country each and everyone has one vote therefore each person choose its favourable government but there must be some rules to control the public and the government which are in the constitution in constitution of India which is the largest written constitution always favour to democracy now if any government feels that democracy should be improved in their view game must amended in Constitution by the favourable votes of country
