It is to be however noted that the word 'satisfaction' used in art. 352 does not mean the personal satisfaction of president, but, it is the satisfaction of the cabinet.

Article 352 describes President power to declare national emergency in case of external, whether by war or external aggression or armed rebellion,
But , he shall not issue a Proclamation under clause (I) or a Proclamation varying such Proclamation unless the decision of the Union Cabinet (that is to say, the Council consisting of the Prime Minister and other Ministers of Cabinet rank under Article 75) that such a Proclamation may be issued has been communicated to him in writing.
So, it is not for his own satisfaction or for personal reason, he should have to get an written communication and approval from both the house of parliament and consider the current situation of the country.
