given,

roots of quadratic equation are 2/3 and -3

sun of the roots = -b/a

(2/3)-3 = -7/a

-7/3 = -7/a

a = 3

and product of roots = c/a

(2/3)(-3) = b/3

-2 = b/3

b = -6

so the value of a and b are 3 and -6
