Vajji was one of the famous Gana or Sangha which had no monarch and ruled by a group of elected people. It was a confederacy of eight clans or Ashtakulika. Among them, the most powerful were the Lichchhavis and its capital was Vaishali while another was the Videhas and its capital was Mithila. It was believed that Vajji was ruled by an assembly and the members of the assembly took decisions on all major issues. The headman of the assembly was called “ganapramukh”.
