Jallianwala bagh was an infamous incident and people were protesting due to rowlatt act. On 13th April In jallianwala bagh most of the people came to attend the protest and few came to attend the baisakhi fair. But the British officials closed all the exits of this place and open fired on all the people and at last the Dyer entered and he declared his object that is ( to produce a moral effect) to create a fear among the people. The Jallianwala Bagh massacre was deliberately prepared on April 13, 1919, by General Dyer at Amritsar to strike terror into the hearts of the Indians and to intimidate them into a slavish submission to the British rule in India. On February 6 1919 the Government of Lord Chelmsford passed the Rowlatt acts as an opposition to all the non-official Indian members of the Imperial Legislative Council. By way of protest Gandhiji and other leaders of the Congress called for a hartal all over India on April 6, which was duly observed.

Great atrocities were committed in the Punjab during the Regime of general Michael O'Dyer who had no faith in the political reforms and consequently had no sympathy for the political agitators. He refused Tilak and BC Pal to enter Punjab. The methods adopted by him to raise wall loans and to find recruits were very often unauthorised and oppressive when the agitation against the Rowlatt acts started Dyer gave on 7th April 1919, a stern warning to the people of the Punjab. Amritsar observed hartal peacefully both on March 30, and April 6. However on April 9 1919 the Punjab government passed orders for the deportation of Dr.Satyapal and Dr.Kitchlu and there internment at Dharmasala under the Defence of India Act. On April 10, 1919, they were removed by the police of Amritsar; when the people came to know of it complete hotel was observed in the city. The people marched in a procession to the residence of the Deputy Commissioner to demand release of their leaders. They had no sticks or lathis with them. However, they check by the police at the railway level crossing and there was firing. Infuriated the mob and there was wholesale burning of whatever fell in the way. Europeans were assaulted. Buildings verb burnt and godowns were looted. When the troops appeared in the city the mob dispersed. On April 11, 1919, the people were allowed to arrange the funeral of the dead bodies.

On April 12, 1919, a proclamation was issued by General Dyer who had taken charge of the troops the day before, that no meetings gatherings of the people were to be held. However, no steps were taken to see the proclamation was brought to the notice of the people living in various localities of the city. The result was that it was announced on the evening of 12th April that there would be public meeting on 13th April, 1919 at 4:30 p.m. in the Jallianwala Bagh. Nida general Dyer or other authorities took any action to stop the meeting. This was how the Jallianwala Bagh tragedy happened.
