Yes, Jammu and Kashmir is given a special status as per the Indian Constitution because Jammu and Kashmir is not only controlled by Indian Government but also by Pakistan government.
Pakistan and China want to include Jammu and Kashmir in their country and thus 3 countries are fighting to get the Jammu and Kashmir. Also many attacks by Pakistan and China has been made which is unsafe for the people there to live. Thus, Jammu and Kashmir is given a special status as per the Indian Constitution.
