The letters appear raised because of a phenomenon known as refraction. When light travels from one medium to another, it bends (either towards or away from the normal). ... These rays would be refracted on coming out of glass slab (and into air)

This is because light rays travel from one medium to another ( air to glass and vice versa). Therefore,it undergoes refraction. The light rays bend away from the normal hence our eyes trace the path of the bent light.thus the apparent position is slightly higher than the actual position.
