At first humans have to make appropriate infrastructure to facilitate the transportation of diamond mined on Jupiter to earth or settle a human civilisation on Jupiter to create local market . This step is very important because you can't make profit from the diamond if you can't sell it. Moreover , launching rockets in space is very expensive and fuel on earth is limited.

after creating appropriate infrastructure on Jupiter , we have to make machines that can mine diamond in very harsh environmental condition. Humans can't work on Jupiter .

if we are done with the above steps then last step would be to fetch investor for the project and get permission from the government .
