The short answer to the question is “No” - there is no “Constitution” at the global level, and if we are to consider the true and proper foundation of any “Constitution” there can never be one at the global level.

The true and proper foundation for every nation’s Constitution is derived from its ownership. That ownership is always in the hands of the people for the simple reason that all legitimate political power is derived from the people. Any form of political power that comes out of the barrel of a gun, or from the strength of some small, elite, aristocratic or “rich” group of individuals cannot be classed as legitimate.

For a Constitution to be legitimate it must be an expression of the will and philosophy of the people as how they wish to love together as a society and what rules they wish to accept as the standards for their community, society or nation. That Constitution must then define the way the people wish to handle the situation when the accepted rules are not followed.

Every such Constitution is the development of the people and should only become accepted and legitimate when the people have been asked and voted on its eligibility.

Every national Constitution is both a philosophic document as much as it is a legal document and its ownership must clearly reside in the hands of the people and never in the hands of the Government, let alone the legal fraternity.
