Justice Miller Committee was to report on the adequate representation of communities in the public service. Krishnaraja Wadiyar IV the Maharaja of Mysore constituted the committee in 1919 to consider the various steps necessary for equal representation of communities in Public Service. Miller’s committee report findings provided a fact-based report on the actual situation of the overrepresentation of the Brahmins in government and education. The report further identified that there was a non-presentation of other communities. The report recommended scholarships for backward classes, change in Merit-based exams. As a result, Krishnaraja Wadiyar IV advocated for several progressive endeavours namely; compulsory education for women, political representation, and employment of minority communities. Miller’s committee report laid a foundation for equal representation of all citizens of Mysore in education and employment opportunities. The report became very important while formulating subsequent policies for proportional representation of minority communities.
