water satisfies all the properties of liquid that are it does not have a fixed shape but a fixed volume and takes the shape of a container the molecules of water are not tightly packed

because intermolecular force of attraction is greater in solid than in liquids.Also solids have less intermolecular space between them as compared to liquids.
