kerala has lower per capita income but a better human development ranking than punjab. because human development does not only depend on per capita income but a lot of things are responsible for it like quality of education provided,clealiness in the area, awareness of social welfare . Kerala is ahead of Punjab in these grounds so better rank in human development.
