Answer:

Kerala, with lower per capita income has a better human development ranking than Haryana because, human development ranking is determined using a combination of factors such as health, education, and income. So, this does not imply that per capita income is not useful

Answer:

Kerela with lower per capita income has a better human development ranking than Maharashtra because Kerela focused more on providing basic facilities to its citizens.

However,it would be wrong to say that, per capita income is not a useful criterion.

Per capita income tells us about the average income of the states.

Even, though per capita income has its limitations, but it cannot be neglected from being taken as criterion to compare states.

Per capita along with other criterions like literacy rate, infant mortality rate and net attendence ratio can be used to measure the development of different states.

Hope it helps u!!!
