yes I agree with this statement that only humandevelopment and per capita income is not necessary for a state to be developed.
some other criteria such as infant mortality rate and net attendance ratio is also important.
A developed state has all average ranks in this all criteria.
But as it is not possible for all state to be developed in all cretirea.
such as the literary rate of Kerala is more in comparison of any other state but in per capita income Punjab is more higher than kerala.
But in Punjab the infant mortality rate is not so good..
