M-phase or mitotic phase is the actual division phase and formation of contractile ring and formation of phragmoplast precedes reformation of nuclear envelope. Contractile ring is belt-like bundle of actin and myosin that appears during cell division immediately below the plasma membrane.

After anaphase, when the chromatids have moved towards the opposite poles, furrowing starts in an animal cell to separate the two cells. Before the nuclear membrane reappears, the chromatids decondense and acquire back their chromosome original state and reassemble themselves. After that, the nuclear membrane is developed to enclose the chromatin material and separate it from the cytoplasm. Since the cell division is in progress, the transcription process cannot take place.
