Anti-patriotic. Lack of patriotism for a country is anti-patriotism. Of course, by patriotic we assume one is a native of the country. When a fellow shows downright indifference or apathy to one's country or lacks civil mindedness like standing up during National anthems, burning flags, or inciting sedition, destroying infrastructure. Very basically, when one's actions, activities doesn't show concern for the public good of one's country, they are unpatriotic.
