There are two reasons for taking 82 deg 30 min as standard meridian ;
1.It comes on the multiple of 7 deg and 30 min.
2.It exactly lies in the middle of the India.

Their is a time lag of 2hrs between east and west states to remove this difference and to bring uniformity in time we have considered the standard meridian of India 82 deg and 30 min east.
