the governor and cabinet ministers and opposition in the state legislative assembly of state can implement new laws but it must be under the guidance of the laws formulated in our Constitution and abide by it.

At central level parliament makes the law but at state level legislative assembly make laws which consists of chief minister ,Governor and other elected deputies

laws are not made by any single person
