yes, I agree with this statement bcos
in the path we r learning we discover our new talents ,even though we don't know that we have these talents these eventually come out by teachers ,parents & even some one we don't know
for ex : ussain bolt he was a normal boy interested in cricket and football. but his cricket coach discovered his speed and encouraged him in sprinting

Yes, learning promotes natural talent. ... Only with learning can an individual's natural talent be realized into something concrete. This is because without learning, the individual would not even be aware of possessing the natural talent, leave alone use it.
